What leadership? I work in DIRM and I have not seen any leadership in
DIRM for the past nine years. As I look back, I see little evidence of
leadership anywhere in the FDIC. A question that I must ask is this,
how high in the organization does one have to be in order to see
evidence of leadership?
I think DIRM management attends a lot of it's own meetings and it does
do "management" type things such as planning and organizing, budgeting
and spending, and passing out "atta-boys"(and girls) to all who toe the
party line. But leadership, I am sorry to say is nonexistent.
When leadership is present, then those in charge take charge and direct
the organization in a proactive way. The mission and objectives are
well defined and communicated to the staff at every level. Teamwork is
emphasized and people are valued. Leaders understand that people are
the most important resource in the organization. Training is
emphasized and directly related to mission and objectives. A unity of
purpose is created and an esprit de corps is established. Loyalties go up and
down and across the organization. Does this sound familiar or foreign?
DIRM is not pro-active, it is very reactive. Historically, we have
blown in every direction the prevalent SDLC or GAO winds have blown and
yes there is a reorganization and RUP wind blowing today and still no
leadership. Are you confident that the latest organization chart and
the latest "process model" will bring about effectiveness and
efficiency? I am not. The missing ingredient in the old organization
and process model is the same one missing in the new. Yes, it is
called leadership and sadly it will not just suddenly appear.
Customer service to the other divisions of the FDIC is rarely a
consideration in the DIRM organization which largely serves itself.
This is the titanic and I am happy to be getting off while the ship is
still in port. |
